Capacity is easy and rarely wrong. The number that catches people out is the opening: a bin liner has to fold over a rim, and a bin whose mouth is narrower than its body eats liners and holds them badly.
The other consideration is the room. A metal bin in a bathroom is quiet and rusts at the seam eventually; a plastic one is louder and does not. Neither is the wrong answer, but it is worth choosing on purpose.
